Which Richmond Records Are Open

Richmond public records do not sit in one database. The City Clerk receives requests for municipal material, but most name-rich files belong to Contra Costa County or the State of California. An online index may confirm that a document or case exists without displaying its image. Access can also depend on the record type, the age of the file, and whether the requester qualifies for a certified copy.

California law excludes or limits important material. Juvenile and adoption files, sealed or expunged cases, confidential family details, active police investigations, protected victim data, and Safe at Home addresses are not open in the same way as a deed index. DMV personal information is also restricted. A record may remain public after sensitive numbers, signatures, or protected addresses are removed.

Searching Richmond RecorderWorks Records

The Contra Costa RecorderWorks index is the main portal for recorded Richmond deeds, deeds of trust, liens, releases, maps, judgments, homesteads, and other filings tied to real property. Its modern index begins January 1, 1986. A separate Old Book workflow reaches back to 1849. Index use is free, while the shopping cart supports document orders.

Name searches work best in the portal's required order: last name, a space, then first name. RecorderWorks suggests a partial first name when broad results might time out. Selecting grantor limits results to a person giving or transferring an interest; grantee means a person receiving one. An instrument number identifies many newer recordings, while older deeds and maps may use book and page references.

Richmond Property Records Stop Online

Contra Costa property tools are useful but intentionally incomplete. ParcelQuest Lite and county property information accept an assessor parcel number, known as an APN, or a street address. Results can include assessed values, building size, lot size, parcel maps, aerial images, and other parcel details. The county does not display owner names online, even though ownership is part of the public assessment roll.

This is a policy choice, not a missing search feature. Contra Costa cites privacy and the need to protect addresses of specified officials and safety personnel. For a Richmond parcel, use the web tools for its APN and physical facts, then ask for assessment-roll information at the public counter or connect the parcel to grantor and grantee names in RecorderWorks. Assessor counter fees listed in the research include $1 per property-information page, $7.50 per parcel for property characteristics, and $3 for a map page.

Richmond Court Records and Copies

Richmond cases belong to the Contra Costa Superior Court record system. The Court Public Portal covers civil, small claims, probate, case records, and hearings, but online depth differs by category. Civil and small claims documents or minutes may be available without charge. Probate registers can appear online, while probate documents may still require Court Records. Sealed files and confidential matters remain excluded.

Criminal name research can use form CR-147. Copies can be requested with form CR-114, in person, or by mail. The court lists a copy charge of 50 cents per page and certification at $40 plus the page charge. Richmond's George D. Carroll Courthouse handles assigned West County matters, while central records and many copy functions route through Martinez.

Richmond Vital Records Copy Rules

For a Richmond birth or death in the current or prior year, Contra Costa Health Vital Registration is the local issuer. Older county events route to the Clerk-Recorder, while the California Department of Public Health maintains statewide birth, death, marriage, fetal death, still birth, and dissolution certificate records. No complete public name search replaces an application.

Health and Safety Code 103526 separates an authorized certified copy from an informational certified copy. An authorized applicant must qualify by relationship or legal role and submit the required sworn statement. Others generally receive a copy marked informational, which cannot establish identity. Contra Costa listed a 2026 birth certificate fee of $38. State fees listed for 2026 include $29 for birth, $24 for death, $17 for marriage, and $16 for a dissolution certificate.

Richmond Public Records Offices

The right counter depends on who created the Richmond file. City Hall handles Richmond agency material. County recorder, assessor, elections, and central court functions are based mainly in Martinez because Richmond is not the county seat. These contact cards preserve the chief portal and counter fallbacks documented for each records system.

Call ahead when a Richmond search depends on an older file, certified copy, or counter-only roll. The correct office may need time to retrieve material or confirm the current copy process.

Richmond City Records via NextRequest

Richmond uses NextRequest for requests to city agencies and for tracking request status. It is the proper route for municipal material such as City Council records, ordinances, resolutions, contracts, board rosters, claims, correspondence, and other nonexempt files held by Richmond. Dedicated systems should be checked first. Building permits, for example, moved from eTRAKiT to the city's iMS platform and can be searched by address, permit number, or other stated criteria.

Police report requests go through the Richmond Police Records Section, while California Public Records Act questions route to the City Clerk. Juvenile, victim, active-investigation, and other statutory exemptions may limit release. A focused request should name the Richmond department, file type, people or addresses involved, and a reasonable date span.

Note: A portal request is not needed when a Richmond department already publishes the exact document or searchable record online.

Richmond Custody and Safety Records

The Contra Costa Sheriff runs the county's In-Custody Locator. Search by both first and last name, or use a booking number. Results reflect the most recent information known to the Sheriff's Office and may change as a person moves through the court process. When a name is missing, the portal advises contacting the local jurisdiction. The Custody Services phone fallback is 925-646-4496 at all hours.

West County Detention Facility is physically in Richmond, but it is a county facility. California's Megan's Law registry is a separate state public-safety source. It supports public access under strict legal-use limits and must never be used to threaten, harass, or harm a listed person.

Richmond Records Before 1986

RecorderWorks is unusually deep for Richmond land research. Its Old Book route divides grantor and grantee indexes into date blocks from 1849 through 1985, then narrows by surname range. That span reaches the county's earliest record years and gives old Richmond deeds a web-accessible index path even when the document itself still requires an order.

The old document list contains far more than deeds. Historical categories include brands and marks, oyster beds, stallion registers, squirrel liens, water rights, land claims, patents, homesteads, and chattel mortgages. These labels reflect what Contra Costa officials once recorded, not modern record types to expect in every Richmond search. Older civil court files follow a different fallback: documents filed before November 13, 2007 may be stored off site, with about 10 business days needed to bring a physical file to the main courthouse.

Note: Wills belong with Probate Court rather than the Recorder, although a trust tied to Richmond real property may appear in recorded documents.

Richmond Public Records Terms

A short set of terms prevents costly mistakes. Richmond index results often point to a record but do not replace the official image or certified copy. Court, recorder, and vital-record offices also use different rules for what they can release.

Index

A finding aid with names, dates, numbers, or record types. It may not include the filed document.

Document image

A scan or electronic view of the actual filing, sometimes available only by order or at a counter.

Certified copy

An official copy authenticated by the custodian for uses that require proof of the record.

Custodian

The Richmond, Contra Costa, or California office responsible for keeping and releasing a record.

Exemption

A legal basis for withholding all or part of a government record.

Ask which of these items the portal result represents. A search hit, downloadable image, plain copy, and certified copy can carry different information and serve different needs.

Richmond Unclaimed Property Records

The California State Controller's unclaimed property database is a statewide name index relevant to Richmond residents, estates, and businesses. It can preserve a former address or a name variation after money or other property reaches state custody. The state says there is no deadline and no fee to claim property, so an upfront demand for payment should prompt caution.

Requesting Richmond Public Records

The California Public Records Act applies to state and local agencies. Any person may ask to inspect or obtain copies of disclosable government records. Under Government Code 7922.535, an agency generally has 10 days to determine whether it holds disclosable records responsive to a copy request. Written notice may extend that determination by no more than 14 additional days in unusual circumstances.

A determination is not the same as delivery. Large sets, off-site boxes, review for exemptions, or data extraction can take more time. Agencies may charge direct duplication costs, and certain electronic requests may involve programming or extraction costs. Ask for an estimate before authorizing paid work.

1. Identify the Richmond, county, court, or state custodian that created the file.
2. Check the agency's index, published files, and request instructions before filing.
3. State the record type, names, address or identifier, date range, and desired electronic or paper format.
4. Ask about likely copy, certification, retrieval, or extraction charges before agreeing to pay.
5. If access is denied, request the cited exemption and discuss whether narrower wording or redaction will release the nonexempt part.

California has no single statewide records ombudsman with binding appeal power. A requester can seek clarification from the agency, revise the scope, consult legal counsel, obtain public-interest assistance, or pursue court review. Protected Addresses in Richmond Records

Public access does not mean every personal field is exposed. California's Safe at Home program provides a substitute mailing address for eligible survivors and specified workers. State, county, and city agencies accept it in place of a residential or mailing address that could reveal a participant's location. That protection can affect Richmond agency responses, voter files, licenses, and other records.

Recorded filings may also be released with Social Security numbers, signatures, military discharge information, or protected addresses removed. Contra Costa's decision not to display assessment-roll owner names on its parcel website reflects the same need to administer address protections at scale.
